After studying the dramatic New York city record of crime reduction, improved traffic safety, safety improvements in jails, the doubling of the city parks rated clean and safe, and a two-thirds reduction in welfare caseloads, among other wonders of nature, it has become increasingly obvious that something of a public management revolution has been happening in New York City in the last fifteen years. A case will be made that significant part of the explanation for these public sector performance turnarounds is the strategic use of outcomes and other measures to track and manage public service delivery. Citizen awareness and use of outcomes measures to hold government accountable holds a key to improving government performance at every level and in every functional area. Presenter: Dennis C. Smith, PhD, is an Associate Professor of Public Policy at the Robert F. Wagner Graduate School of Public Service, at New York University. Professor Smith earned his Ph.D. in political science from Indiana University. Michael Williams is Chairman of the Texas Railroad Commission which regulates the state's oil and gas industry, gas utilities, pipeline safety, safety in the liquefied petroleum gas industry, and the surface mining of coal and uranium. It also regulates the state’s fossil fuel-directed alternative fuels industry -- propane, LNG and CNG. Mr. Williams was initially appointed to the Texas Railroad Commission by former Governor George W. Bush in December 1998 to fill a vacant seat. Williams chaired the Commission from September 1999 to September 2003. In November 2000, the people of Texas elected him to complete the term expiring in the year 2002, and in November 2002, they reaffirmed their support by electing him to a full six-year term expiring in the year 2008. He is the first African American in Texas history to hold an executive statewide elected post. He chairs the Governor’s Clean Coal Technology Council, chairs the FutureGen Texas board, and represents the Governor and the Railroad Commission of Texas on the Southern States Energy Board.</itunes:summary>
